I have just tried the commands on my machine and the commands from the documentation that you cite work. The "connection refused" indicated that your program (client) could not reach the necessary port on the COD server. Possible reasons: - your internet provider (university?) block the necessary ports for outgoing connections, except http(s)... you can check port blockage in several ways: a) by using rsync to other sites (e.g. PDB) from the same computer; b) by using rsync to the COD site from *another* computer that is less likely to be blocked; c) by using nmap to see what ports are open on the COD server from your computer. - somehow the IP number you are using ended up in a blacklist (although we should only blacklist the IPs that try to guess ssh passwords, not the rsync/svn users...). Could you please let us know which external IP number you are using? Of course you are always welcome to fetch the archive or download via http(s), this would be a workaround in the current case. We will think about providing Subversion access over https if the blockers of ports persist. As you suggested, I tried from another location and rsync seems to be working fine. I've turned the firewall off on my machine so it looks like it is being blocked higher up.
