Thank you for your response. This information is very helpful.

I work with Wiley Science Solutions; We publish KnowItAll and associated spectral libraries. I am always looking for new sources of data to add to our libraries. For libraries that don’t have clear licensing displayed, I have to inquire about use and rights.

For libraries that have CC0 licensing rights, we add the data to our libraries and provide proper citation of the source.

Even though there is no license clause on the ROD web site, our paper [1] on the organisation of the ROD database declares the following:

"The fully open character of this novel database makes the ROD freely and completely usable by anybody worldwide, academics, those working in industry and the general public."

"All ROD data are openly available, either as individual .rod files from the search on-line form or as repositories. Data are released into the public domain."

"There is no restriction to data access, which can be reused in any further software and databases. All data are placed in the public
domain."

Thus, the closest legal designation of the license in EU is indeed CC0; this interpretation is confirmed by the recent decision of the Crystallography Open Database (COD) Advisory Board to make CC0 the official license of the COD [2]; the COD is organised along the same principles as the ROD, and many researchers (including myself) are in both AB of the COD and the ROD, thus our understanding of the terms will be similar.

May I kindly ask you (if this is not confidential) what are your intended uses of the ROD?
