[Cod-bugs] Publishing COD privacy policy

Dear COD AB members,

as we have discussed, I have published the COD Privacy Policy and GDPR
compliance statement on our COD Web site (link "Privacy and GDPR
<http://www.crystallography.net/cod/documents/topics/privacy/COD-privacy-GDPR.pdf>")
[1]. The files are accessible also under a new Web resource "documents/"
[2], and under our traditional year-based "archive/" directory [3]. All
links are supposed to be stable.

I hope this will make the COD more immune to certain legal complaints,
and will make our views in personal privacy more explicit.

If you notice any problems, please report.
